Photovoltaics: system "isolated"? - Is there any expert?

The Sig.Marco suggests the possibility of creating a system "isolated", which allows to accumulate the energy through a set of batteries. We are therefore looking for experts who can give us information. You can leave a comment to this post or write via e-mail. Here is what Mr. Marco writes:

ma... l'autorità per l'energia e il gas invece impone un prezzo unico basato sulla media ponderata di tutti i prezzi zonali (alla faccia della libera concorrenza..),
così 'spartiscono' le inefficenze di chi non produce corrente in modo efficente facendo salire il prezzo della fornitura. I would also point you to pick up a directive by Decree-Law 'probably' will reward more exchange on the spot (but hopefully not going to reward incinerators or biomass plants considered renewable energy and drained of large contributions and dispensing of poisons mortal ..)
